What you will learn in this article

  • Distinguishing the tax period from the submission date
  • Checking the scope for five return types
  • Understanding the BDP distinction for earlier periods
  • Knowing what to verify for web-service integration
Quick answer

For the announced Istanbul transition, the key distinction is the tax period, not the day a return is submitted. The covered VAT returns for October 2026 onwards use the new e-Beyan system. Original and amended returns for earlier periods remain in e-Beyanname (BDP).

What Changed for VAT Returns in Istanbul?

The Revenue Administration’s notice dated 2 November 2026 confirms that the Istanbul transition began on 1 November 2026, starting with the October 2026 tax period. The notice date, system start date and tax period are therefore three different pieces of information.

Manufacturers, wholesalers and retailers should first confirm the relevant taxpayer registration and return type with their tax adviser. Having an office in Istanbul alone is not a sufficient scope check. This notice concerns the filing system; it is not an announcement of a new VAT rate or filing deadline.

Which VAT Return Types Are Covered?

The notice lists the following five codes. This does not mean every business must file five returns: use the return type that applies to your obligations.

Which System Handles October 2026 and Earlier Periods?

Use the new system when the period and return type match the announced scope. Identify whether the task is an original filing or an amendment and check the applicable filing options.

e-Beyanname (BDP)

Submitting or amending a September 2026 return during November does not turn it into an October return. The notice keeps these earlier-period filings in BDP.

This comparison concerns the Istanbul notice reviewed here. Do not infer another province’s transition schedule from it; check the applicable GİB notice for that province and period.

Can Accounting Software Submit Returns Directly?

The notice separately describes web-service submission by tax professionals for taxpayers in pilot provinces from the June 2026 period, provided their accounting software is integrated with e-Beyan. This does not establish that every software package is integrated or that all earlier Istanbul periods have moved to the new system.

Three questions for your provider and tax adviser

Which return types and periods are supported? What authorisation is required? Where can submission results, errors or rejections and the assessment record be checked?

Four Steps from Preparation to Checking the Outcome

  1. Confirm the taxpayer, period and return type

Create a filing record with your adviser: taxpayer, tax period, return code and original/amendment status. Do not substitute the submission month for the tax period.

  2. Match the records to the appropriate system

Prepare the relevant sales, purchase, return and other records for the period. Trace differences to supporting documents. Confirm the system and any integration are suitable for that filing.

  3. Proceed with an authorised user review

Have the return reviewed under your business’s authority and responsibility arrangements. A file prepared in software is not proof that GİB has accepted it. Use valid authorisation rather than sharing passwords.

  4. Record the outcome

Check the system result, errors and any relevant assessment record. Retain the file, action time and responsible person together. If the result is unclear, establish the earlier submission status before resubmitting.

Pre-submission Checklist

  • The taxpayer registration and return code have been confirmed with the tax adviser.
  • The tax period has been checked separately from the submission date.
  • The system choice accounts for earlier periods and amendments.
  • Any web-service coverage and authorisation have been verified.
  • Differences between period documents and accounting records have been reviewed.
  • A person has been assigned to check the result and any assessment record.

Where Are the e-Beyan Help Documents?

GİB describes access through the user menu at the top right of the e-Beyan home page, followed by the help area, the e-return documents section and its getting-started option. Consult those documents for screen and field explanations before filing.

Frequently Asked Questions

Does every VAT return submitted in November use e-Beyan?

No. The Istanbul notice distinguishes by tax period. Original and amended returns for periods before October 2026 remain subject to the BDP distinction.

What if I am filing a September 2026 return for the first time?

An original return for that earlier period is also covered by the BDP distinction in the notice. Review the current procedure and timing with your adviser; do not treat the system change as an extension.

Must every business submit all five return types?

No. The list identifies the return types named in the system transition. Which returns are required depends on the business’s registration and transactions.

Is an e-Beyan web-service integration available in Korgün products?

GİB’s general notice does not confirm integration in a particular Korgün product. Confirm the product and version, supported return types and authorisation scope separately with the Korgün team.
