When this information does not match each other, the application file cannot explain the real need for the investment.

Get the scope right first

Incentive certificate does not guarantee the same support for every investment

The subject of the investment, its location, size, technology level and the incentive application involved change the evaluation result and the supports that can be used. Applying for documents; It does not mean that support will be received, a certain rate will be applied or that all expenses will be covered.

What is an Investment Incentive Certificate?

Investment incentive certificate is the document that forms the basis for an eligible investment project to benefit from certain support elements within the framework of the relevant legislation and the approved scope. Incentive system within the scope of Decision No. 9903 dated 29 May 2025; Türkiye Century Development Move consists of Sectoral Incentive System and regional incentives.

Türkiye Century Development Move

It includes investments within the scope of technology, local development and strategic move programs.

Sectoral Incentive System

It covers the evaluation of priority and target investments within the framework of relevant conditions.

Regional Incentives

It completes the support elements depending on the region where the investment will be made.

Elements such as VAT exemption, customs duty exemption, tax deduction, interest or dividend support, investment location allocation, machinery support and employer share of insurance premium support may be available for eligible investments. 7 Information Groups to Prepare Before Application

01

Purpose and type of investment

Clearly define the need for new facilities, expansion, modernization, product diversification or integration. The statement "a new machine will be purchased" alone does not explain the effect of the investment on production.

02

Current and target production capacity

Show the existing capacity, bottleneck, post‑investment target and which products will see growth in the same unit of measure

03

List of domestic and imported machinery

Determine the name of the machine, its technical specifications, quantity, unit price, origin and role in the production process. Avoid registering the same equipment under different names.

04

Investment budget

Plan land, building‑construction, domestic and imported machinery, software, licenses, assembly and other investment expenses in separate groups.

05

Financing plan

Equity, investment loans and other financing sources; Evaluate it together with the payment schedule and cash need.

06

Investment location and permits

Check the province, district, OIZ status, title deed or allocation information, EIA requirement and investment-specific permits before applying.

07

Application and employment calendar

Order, delivery, installation, trial production and transition to full capacity dates; plan with current and projected employment. Non-consecutive dates weaken the applicability of the file.

Machine list check

The offer, application list and invoice must describe the same investment

technical offerMachine name, model, features, quantity and price
E-TUYS listDescription compatible with domestic or imported list
proof of purchaseOrder and invoice consistent with approved scope
accounting recordDocument, machine and payment linkage

Verify coverage before purchasing

Before ordering machinery, advance payment, invoice or import, check how the relevant expenditure will be included in the incentive certificate and approved machinery list. Just because an application has been made does not include every purchase within the scope of support. E-TUYS record, current legislation and expert opinion should be evaluated together for transaction dates and document scope.

4

Evaluation and completion

The ministry evaluates the project sectorally, financially, and technically. Reported deficiencies are completed within the specified time.

5

Post‑approval implementation and recording

Purchases are matched to approved scope; Realizations, changes and, when necessary, revision requests are tracked via E-TUYS.
